The Policy Book

On August 20, 2010 the National Federation of Employers in Agriculture and Food Industry, wrote the first page of its Policy Book in Agriculture. The process started in Causeni where the FNPAIA invited member-employers to participate and voice their concerns regarding issues pertinent to agriculture. These agri-entrepreneurs suggested many proposals that are aimed at improving the business environment, enhancing economic opportunities for agri-producers, preserving property rights. The proposals received in Causeni were further discussed with FNPAIA members from Orhei on 24 August and Stefan Voda on 26 August 2010.

Actions on combating the worst forms of child labour in agriculture in the Republic of Moldova

Child labour is a problem for the Republic of Moldova and it is also a problem for other countries. In 2000, the ILO estimated that 246 million child workers aged 5 and 17 were involved in child labour, of which 171 million were involved in work that by its nature is hazardous to their safety, physical or mental health, and moral development. Moreover, some 8.4 million children were engaged in unconditional worst forms of child labour, which include forced and bonded labour, the use of children in armed conflict, trafficking in children and commercial sexual exploitation.
No country is immune to child labour. There are 2,5 million working children in the developed economies and another 2,5 million in transition economies. Sources and reports show figures of child labourers even in such countries as the U.S.A. which is the strongest economy of the world.

Tripartite Social Dialogue

The National Federation of Employers in Agriculture and Food Industry is an active participant in the tripartite structure of the social dialogue created based on the Decision of the Government of the Republic of Moldova No. 356 of 26.04.1999 on approval of the Concept on the development of the system of social dialogue and Decision of the Government of the Republic of Moldova No. 675 of 11.07.2000 on approval of the Regulation of the Republican Committee for collective bargaining and the sample Regulation on organisation and operation of sectoral and territorial committees on collective bargaining and social dialogue.

The parties to the social dialogue are: the state authorities, employers’ and workers’ organisations. The system of the social dialogue has several levels: national, sectoral, regional and enterprise levels.

Partnerships with other Employers Organisations

Recognising the necessity to develop the skills of its representatives, the FNPAIA has set the objective to secure assistance from expert organizations in training a team of FNPAIA members in conducting collective bargaining and social dialogue. Such assistance was offered by the Dutch Employers’ Cooperation Programme, DECP. Under this project, a total number of 8 workshops were organized in 8 regions of Moldova, where the FNPAIA has its member Associations. All in all, representatives from all rayons participated, since the network of the FNPAIA covers the entire territory of Moldova.
